BERLIN, GERMANY / RankWire.AI / – During a visit to Berlin, the United Arab Emirates and Germany deepened their bilateral collaboration by announcing a series of agreements and establishing new channels for cooperation. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz witnessed the unveiling of 12 government accords and declarations. These cover sectors such as investment, energy, technology, aviation, security, environmental policy, legal affairs, and culture. Additionally, both nations launched a Strategic Dialogue aimed at coordinating efforts across multiple government sectors. These initiatives build upon their longstanding Comprehensive Strategic Partnership, established in 2004.

The governments also agreed to establish a German-UAE Investment Council to foster closer collaboration between public and private sectors. They revived the Joint Economic Committee as another platform for trade and investment discussions. The Strategic Dialogue will encompass areas including security, defence, commerce, energy, climate policy, transport, education, and digital innovation. It will also promote cooperation in emerging technologies and other shared policy concerns. Furthermore, Germany and the UAE signed separate agreements relating to legal assistance, crime prevention, data systems, and government information services.

Aviation was another key focus during the visit, with new measures aimed at expanding access for UAE national airlines operating at Berlin Airport. Additional agreements address passenger procedures and cooperation between relevant authorities. The package also includes collaborations on defence, security, and environmental issues. The two nations signed a memorandum on cultural cooperation and agreed to continue working together in energy, with particular interest in liquefied natural gas, renewable energy, and hydrogen.

Economic Ties Strengthen through Broad Investment Initiative

A significant part of the visit involved an investment commitment of 40 billion euros from the UAE to Germany. The planned investments focus on advanced digital infrastructure and the development of new data centres with approximately 1 gigawatt of capacity. Companies from both countries signed 29 commercial agreements and memoranda worth over 9.356 billion euros. These private-sector deals complement the governmental agreements announced in Berlin. The investment initiative adds a substantial economic dimension to the broader cooperation agenda of the state visit.

Trade data highlight the importance of UAE-Germany business relations, with non-oil trade reaching $15.5 billion in 2025 — an increase of more than 14% from the previous year. Cumulative investments between 2021 and 2025 exceeded $10 billion. Notable UAE-linked investments in Germany include XRG’s approximately 15 billion euro stake in Covestro. Both governments also referenced ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

Advancements in Tech, Energy, and Transportation Sectors

Key projects involving Covestro, RWE, ADNOC, and Masdar are integral to the expanding commercial partnership. The energy cooperation spans LNG, renewable energy, and hydrogen, alongside existing investment ties. Digital infrastructure and artificial intelligence are also prioritized for growth. These agreements establish formal avenues for government agencies and corporations to collaborate in these domains. Transport, environmental policy, and cutting-edge technology are now part of the formal bilateral framework.

The state visit, held from September 9 to September 11, marked the first by a UAE president to Germany. Discussions in Berlin included economic, technological, energy, cultural, educational, and regional issues. The establishment of the Strategic Dialogue and Investment Council introduces new official mechanisms to oversee bilateral cooperation. The 12 government agreements are complemented by 29 commercial deals and the 40 billion euro investment plan. Collectively, these initiatives encompass public policy, infrastructure, trade, aviation, security, technology, and energy collaborations.
